Human Trafficking

1) What are some of the ways the government protects minors who are victims of human trafficking?

The exploitation of minors for profit has long been practiced, and international efforts to combat it began to be made at least a hundred years ago, long before the advent of the modern human rights system (Toney-Butler and Mittel, 2018). In such a way, the ban on human trafficking in all government contracts is a very important step, but without effective continuation, it may not lead to the desired results. Governments should allocate funds for training, technical support and auditing to completely eradicate human trafficking through public supply channels. Moreover, since human trafficking is a complex issue that can be viewed from different perspectives, many treaties are relevant. For example, all treaties relating to slavery and the slave trade, child labor, the rights of women, forced labor, the rights of children, migrant workers and people with disabilities, as well as treaties that are more general relating to civil, economic, political, cultural or social rights should be applied to the fight with human trafficking on the government level.

2) As it pertains to reporting hate crimes, why do you think the estimates from the Uniform Crime Reports are so different from those of the National Coalition of Anti-Violence Programs?

Nowadays hate crimes are not qualified only as separate and distinct crimes, because these crimes also consist of two parts: an offender and a victim. However, it is also impossible to ignore this category of crimes, and it is important to collect data on them in rather specific ways. In such a way, the estimates from different sources of hate crime reports are so different because every kind of reports has its specific features of collecting data and measuring the level of crimes. For Instance, the Uniform Crime Reports present the information about hate crimes paying a specific attention to the offender’s bias. It means that the crime is identified as a kind of hate crimes only when the offender’s bias meets certain parameters. Thus, it is important to keep in mind the complex nature of hate crimes, intersectionality, which affects both the motivation of criminals and the situation of victims, sometimes becoming the target of a crime for a combination of reasons.
