Diversity Training Programs In Criminal Justice System Essay

Introduction

Diversity training programs, such as the one developed by the Texas Department of Criminal Justice Human Resources Division, are able to comply with affirmative action legislation in protecting the rights of employees, while at the same time enabling the agency to carry out its mandate of effectively applying the criminal law. Diversity training programs are designed to address a wide range of racial problems that may occur in the workplace. Besides, diversity training programs encourage managers, supervisors and employees to recognize that “diversity within the workplace is one of the greatest strengths that allows effectively accomplishing the organization’s mission, and improves employees’ performance and productivity” (Texas Department of Criminal Justice, 2013). Diversity training programs are effective in promoting positive working environment and enhancing employees’ morale, which has a string impact on the performance and productivity of employees.

The major goals and characteristics of Diversity Training Programs within the Criminal Justice System

The term “diversity” stands for some condition of a point of being different from others in the group (Texas Department of Criminal Justice, 2013). The term “diversity” can be applied to the criminal justice workforce. In this case, it means that “an increasing number of employees with a greater range of differences are and will be present in the workplace” (Texas Department of Criminal Justice, 2013). Diversity training programs developed and implemented within the Criminal Justice System help to create a positive working environment that helps to promote employees’ personal and professional development. Besides, diversity training programs help to promote effective criminal justice policies, programs and procedures that highlight the role of diversity in the workplace and individual dignity. At the same time, diversity training programs encourage employees to improve their skills and abilities through continuous education. Criminal justice employees involved in the area of diversity have an opportunity to develop good relationships with others and make effective decisions (Texas Department of Criminal Justice, 2013).

For example, diversity training program, such as the one developed by the Texas Department of Criminal Justice Human Resources Division, is specially designed to “make the participant aware of diversity in the workplace” (Human Resources Division Staff Development, 2013). The criminal justice employees study diversity in the workplace, including  the benefits of a diverse workplace within the criminal justice system, the role of  changing demographics, the effects of ones’ belief system, the major methods to prevent discrimination in the workplace and address any challenges and misunderstandings. The major goal of the program is to improve the awareness of diversity in the workplace.

In addition, diversity training programs comply with affirmative action legislation in protecting the rights of employees. The Criminal Justice System utilizes affirmative action in order to reduce discrimination by all criminal justice employees. According to the Title VII of the Civil Rights Act of 1964, employment discrimination is prohibited on the bases of race, gender, color, religion, and national origin. Due to diversity training programs, it is possible to manage “all cases of employment discrimination in hiring, compensation, testing, training and firing” (Jones et al., 2013, p. 336). The compliance with affirmative action legislation in protecting the rights of employees helps to protect the following groups of employees from discrimination: “race, color, sex, creed and age, disability and pregnant women” (Jones et al., 2013, p. 336). Affirmative action can be used as an effective tool to reduce injustice within the criminal justice system through the promotion of moral and social responsibility.

Moreover, diversity training programs enable the criminal justice agency to carry out its mandate of effectively applying the criminal law. In other words, criminal justice agencies carry out the mandate assigned by the criminal law because of special role of diversity education. If employees are well educated on the diversity of people, they should be competent in the issues that require the application of the criminal law. For example, racial profiling in policing remains a controversial issue. Diversity training programs address the issue of the effectiveness/ or ineffectiveness of racial profiling. Race cannot be used as a “determining factor in taking steps to prevent crime and in determining whom to investigate” (Orr, 2009, p. 25). As a result, diversity training programs help the criminal justice agency to educate the staff to carry out its duties that effectively comply with the criminal law. Researchers state that racial discrimination remains an issue of concern today (Orr, 2009). Diversity training programs help employees to find the answers to the questions regarding the use of race in criminal justice, promoting employees’ morale and improving employees’ performance and productivity.

Conclusion

Thus, it is necessary to conclude that diversity training programs, developed within the criminal justice system, are able to comply with affirmative action legislation in protecting the rights of employees, while at the same time enabling the agency to carry out its mandate of effectively applying the criminal law. In general, diversity training programs are effective in creating positive working environment and promoting employees’ morale, which affects performance and productivity.
