Financial Plan : The Introduction Of The Public Policing Essay

The introduction of the public policing requires considerable financial resources to integrate local community members into the work of police and decision making process. In this regard, the financial plan may be helpful to introduce the new policy successfully because the proper funding of the project is essential, whereas the introduction of new policy always raises the problem of fund raising. The introduction of public policing may involve different sources of funding, from conventional funding from the local and state budget to raising funds from local community members. The point is to make the funding of the public policing stable to maintain the new policy in a long-run perspective. Otherwise, the new policy is likely to fail as soon as the shortage of funding will lead to the failure of the policy. Therefore, the introduction of the public policing should rely on the stable funding of the new policy that involves the identification of reliable sources of funding and efficient use of funds available to the project along with the identification of secondary sources of funding which may close gaps that may emerge in the course of the implementation of the new policy.

First of all, the introduction of the public policing requires the reform of the police with the further integration of community members in police’s performance and decision making process. In this regard, the introduction of public policing will require the reorganization and restructuring of the police with the admission of the public board to manage the police through the participation in the decision making process. In addition, public policing implies the involvement of community members in police work (Brief & Weiss, 2000). For example, street patrols may include civilians along with police officers. Therefore, the police and community should provide training facilities and training programs to make civilians come prepared to work in the police. In addition, they should provide civilians with the essential equipment, for example radio stations, to assist police officers. As a result, police and community members may need extra funding to implement the new policy.

The new public policing program may also use traditional sources of funding, such as allocations from the property tax, which should be directed to fund the police. The funding of the police occurs through the direct funding from local and states budgets which can also contribute to the funding of the public policing program. The local and state budget funding is essential and it is the primary source of funding. The funding from revenues obtained from the property tax is the logical step because the public policing aims at the enhancement of the public safety and therefore at the enhancement of the property security of property owners. Moreover, property owners can afford paying their taxes and such tax comprises a large part of the local and state budget often reaching a third of the total budget.  Hence, this source of funding may be reliable and effective, but the program still should have alternative sources of funding, which may support the program and facilitate its implementation.

In addition, the local community may fund the public policing through local taxes, which may be introduced specifically to enhance the security within the local community. As a result, local community members will share their responsibility for the new public policing program and pay taxes to fund the program. In fact, in time of economic crises or downturns, the funding of the public policing by the local community is the most efficient source of funding, although initially this source of funding is secondary. In fact, local community members are more motivated to support and fund the public policing because, in such a way, they fund their own security and public safety within their community. On the contrary, the local authorities may refuse to fund the public policing, if the state or local budget faces a considerable downturn in revenues and the budget needs considerable cuts of spending. The authorities will rather direct budget funds, including revenues from the property tax, to fund the local education and health care than the public policing since there is the funding of the police and the police can potentially maintain the public order and safety without the assistance of the public as the police always did before the introduction of the new policy.

Community members can invest their funds to purchase the required equipment, for example, to participate in community policing or they may just use their mobile phones as radio stations, when necessary that will also help to save costs on the equipment. However, this source of funding is scarce since local community members cannot always afford purchasing the required equipment (Holcombe, 2006). Moreover, this alternative source of funding may discourage community members from participation in the program. Nevertheless, in case of financial difficulties, manages of the public policing program can appeal to community members to fund the purchase of the equipment they need at their cost. At least a part of civilians will be afford to cover costs of the equipment or use equipment they have already had at hand.

In addition, the public policing program may involve donations from sponsors, either individuals or private companies, which can fund the program and donate their funds to support the implementation of the program (Alison & Heymann, 2004). Donations are also alternative sources of funding of the program but still they can bring some extra funds that the public policing program may use effectively to implement the program successfully.  In fact, donations can close funding gaps that may emerge occasionally under the impact of negative trends in the economic development of the community.

Key areas of the implementation of the program include: the training of the personnel, including not only police officers but also and mainly civilians, who assist police officers; the purchase of the required equipment for civilians; the purchase of the equipment and installation of the effective information and communication system to enhance the communication between community members and the police. The training of civilians is essential because they have to learn to work with civilians side by side. Civilians have little, if any, experience of working in the police and performing police functions. Therefore, they need extensive training, while training requires the employment of coaches, use of training facilities, equipment and so on (Brunori, 2007). The purchase of the essential equipment is essential to secure civilians and provide them with opportunities to report on any cases of criminal activities or suspicious behavior of individuals to the police. In this regard, the improved information and communication system can become particularly helpful because it facilitates the reporting and communication between the police and community members, who either serve in public policing or witness some suspicious activities.

Thus, the funding of the public policing program will involve several sources. The primary source will be local and state budget. More specifically, the program will be funded by revenues from the property tax. Alternatively, the program will be funded by revenues from local taxes collected to fund the program specifically. In addition, local community members and sponsors can invest their financial resources into the program. However, all sources of funding should be involved in the course of the implementation of the program to make certain that the program will receive sufficient funding.
