School District’s Policy Manual

Any kind of organization should exist on the basic of some rules and regulations, which are adhered to by the members of this organization, and only under this condition its successful functioning is possible. Any school is also a kind of organization and thus there is a strong need to prescribe the list of regulations in order to keep all important and usual daily processes under proper control. This is the reason, why for each school there is policy manual, which should be studied by teachers and students of the school, including separate parts for their parents also. The sections of such manual are more or less the same for each, still there might be territorial or other differences.

The purpose of creating policy manual is described at the very beginning of the manual and states that it is created in order to ensure that the District considers the laws, related to discrimination and supports the position of equal opportunities in education for all people, living there. These equal opportunities include not only the very process of education, by also all school facilities, access to educational materials, equipment and so on. Thus all the personnel of the Jackson Public School District has the aim to avoid any kind of discrimination and to provide equal access to educational programs and facilities for all students there. Interaction between students from various ethnic and racial backgrounds plays also an important role for general position inside this society.

One of the tasks of school’s officials and of the school principle first of all is to grant the proper environment for educational activities of the students, which includes a lot of aspects, for example granting of students’ safety and comfort, absence of bullying or harassing behavior. Any personal characteristics of each single student, including his appearance, racial belonging, gender identity and so on, should be respected and protected. For this reason any kind of bullying or harassing, in any form and in any way should be absolutely excluded. Schools principles are obliged to report about all incidents, related either to harassment or to bullying to the Department of Education. “The Jackson Public School District acknowledges its responsibility under Section 504 to prohibit discrimination against students with disabilities in admission to or access to or treatment in its programs and activities to the extent provided by law. Discrimination against any person with a disability will not knowingly be permitted in any program or practice of the District.” (Jackson Public School Manual).

It is not correct to separate school from families, in other words all kinds of effective parent involvement programs are designed and supported, as only effective partnership, built between parents and school’s administration could bring positive results for the students. There were special documents worked out, which are used for regulating of the relationship between school and parents of the students. In order to make these documents more successful there were various researches done. At the same time the role of the principal should not be underestimated, as it is related to various spheres, including leadership, student discipline, teacher evaluation and so on. There is a number of roles, which should be successfully balanced by the principle. This is actually the main leader in this organization and a good leader should always be a good example, be able to react positively and reveal enthusiasm in order to support his subordinates and students. A lot of attention is paid to students discipline by the principle, as this is the basis for successful and safe process of education. The principle is obliged to know about each controversial situation and be ready to communicate with all sides of the conflict or misunderstanding. Teachers’ performance is another factor, which is an important factor for the outcomes of the education process and thus the principle is to seize constant control over teachers’ performance and following of the guidelines. He should be sure that all these guidelines are clear to the teachers and they are aware of his expectations. The principal’s role involves also developing and implementing of various programs, which are needed for improving of the educational process. These programs are to cover all areas of schools activities for making this concrete school effective in each separate sphere. All the decisions, taken by the principle of the school should be first of all corresponding to the current legislation and regulations, which were worked out by the Department of Education; at the same time, taking into consideration that the principle bears complete responsibility for successful operating of his concrete school, he should be able to balance the actual needs of his students and teachers with his general policy-making decisions.

Overall, taking into consideration that school is one of the organizations, attended by most children, there is a need to clearly formulate all the rules and regulations, which should be followed for successful and safe process of education; all these regulations are united in the special document – school policy manual and there should be access to all needed information for students and their parents. Separate attention is usually paid to the role of the principle of the school , his personal and professional qualities and ability to regulate relations inside his school, as well as outside, namely between his schools and other state institutions. All his actions are adjusted to the prescribed regulations, which foresee concrete legal responsibilities in case of violating or neglecting them.
