The development of human resource management should go hand in hand with the respect to ethical and legal norms. In such a situation, the development of the ethics policy is essential for the effective human resource management. At the same time, the ethics policy conducted within the company should meet legal norms and standards. Therefore, the effective human resource management involves a responsible ethics policy and its adequate enforcement to reach positive outcomes.

The value of an ethics policy to ensure compliance with legal and ethical standards can hardly be underestimated. The ethics policy lays the foundation to ethical norms and principles on the ground of which employees of the company work and interact with each other. At the same time, the ethics policy defines the relationship between the company and employees. The ethics policy establishes standards of behavior, which all professionals working within the company should follow and respect. In such a way, the ethics policy contributes to the development of the ethical framework for the behavior of all professionals working in the company.

At the same time, the ethics policy should comply with legal and ethical standards of society. Otherwise, the ethics policy is ineffective and contradicts to the main purpose of the creation of the policy, which is the establishment of the ethically responsible policy of the company and regulation of the behavior of professionals working within the company. Ethical and legal norms do not always coincide but they are within the same framework. Ethical norms may outpace legal ones, while legal norms tend to follow ethical norms. Nevertheless, ethical norms implemented in terms of the ethics policy should not contradict to legal norms (Viardrot, 2012). The compliance with ethical and legal norms is essential for the ethics policy because these norms should comprise the core of the ethics policy because they comprise standards, which are acceptable for society and the key stakeholder.

The implementation of the ethics policy requires the introduction of several measures that should be taken to ensure the policy is enforced. First of all, the implementation of the ethics policy should start with the communication of the essence of the policy to employees and other stakeholders, including managers. In such a way, the company may minimize the risk of the resistance of the staff to the new ethics policy. The effective communication is essential for the effective implementation of the policy. Second, the implementation of the ethics policy should include the detailed analysis of current ethical and legal norms to make the new ethics policy to comply with them succinctly. In such a way, the company will minimize any risks of intrinsic conflicts between its ethics policy and existing ethical and legal norms (Peters, 2007). Third, the company should constantly monitor the implementation and respect to the ethics policy. Such control is essential to identify possible pitfalls of the ethics policy and eliminate them to increase the effectiveness of the ethics policy and the policy will comply with existing legal and ethical norms.

However, the company should come prepared to confront issues that may emerge in the course of the implementation of the ethics policy. Issues that need to be considered, when implementing an ethics policy, are diverse. In this regard, the major issue that may emerge is the problem of the resistance to the change and new ethics policy. For example, employees of the company may be unwilling to change their traditional behavioral patterns for the sake of a new ethics policy. This is why the change will require efforts from the part of the managerial staff to introduce the new ethics policy and persuade employees to accept it. Another issue that may emerge is the issue of the poor respect to the new ethics policy or unequal respect to the ethics policy. There may be a gap between the managerial staff or top managers and employees in terms of the observation of the ethics policy’s norms and rules. For example, top managers may disregard ethical norms and principles established in terms of the ethics policy, but require the strict observation and respect to those ethical norms from the part of employees. Such misbalanced implementation of the ethics policy may be harmful not only for the ethics policy but also for the entire company.

Thus, the implementation of the new ethics policy should comply with legal and ethical norms. At the same time, the company and the team working on the new ethics policy should identify the key issues that may emerge, such the poor communication or implementation of the ethics policy and elaborate the effective communication plan and action plan to implement the new policy.

The ethics policy requires the detailed study from the part of the team working on the development and implementation of the new ethics policy. At the same time, the team should also study the communication plan to ensure that the ethics policy is communicated succinctly and effectively to the key stakeholders. In this regard, the team should study the communication plan in details along with the study of current needs of the organization, specific ethical and legal norms that the new policy should comply with, and the mechanism of control over the implementation of the new ethics policy to make the stakeholders to respect the new policy.

The study of the communication plan is essential but the team should focus on specific parts of the communication plan to make specific conclusions concerning its possible improvement or changes that can enhance the effectiveness of the communication of the new policy to the key stakeholders. In this regard, the team should focus on specific methods used to communicate the ethics program to employees and managers (Clarke, 2000). The team should determine whether they will communicate face to face with each professional, deliver a presentation of a new ethics policy, or whatever method the team chooses. The team should also focus on the study of the assessment of the communication effectiveness to determine whether their communication will be effective or not. The assessment will help to determine whether the communication will need any changes or not.

The study of the implementation of the new policy should focus on legal aspects of the new policy. To put it more precisely, the team should conduct the detailed legal analysis and study of the new ethics policy. For example, there is a risk that the new policy may breach some legal norms like the right to privacy of employees. This is why the study of legal aspects of the new policy will help to avoid possible pitfalls and the risk of lawsuits filed by either stakeholders affected by the new policy (Schein, 2012). The team should also focus on the study of the cultural background of employees and managers of the company to ensure that the ethics policy is not offensive in relation to ethical and cultural norms of employees and managers of the company.

Thus, the detailed study of the aforementioned parts of the implementation policy and communication plan will maximize their effectiveness and minimize the risk of the failure of the new ethics policy. Hence, the company will be able to implement the new ethics policy successfully.
