How Society Solves Environmental Problems

It is rather obvious that the environmental issues play an important role in the contemporary public discourse. That is why the public expects that the government will address those issues. Nevertheless, the attitude towards the environment and the way to preserve it has changed dramatically in the previous century. So, it would not be fully correct to argue that the position of the government in general or certain political parties has always been the same. This paper will explore the changes in the public discourse as well as how the environmental issues have been handled by the society.

To begin with, it is crucial to explore the evolution of the nature of the environmental issues. According to Vig and Kraft, it used to be so that the two political parties held relatively similar views on the environmental issues. For example, Nixon, the Republican president, was active in the domain of environmental protection which is generally seen as associated with the Democratic party today. However, it was in the 1970s when the things started changing. On the one hand, the Democrats became quite active in passed many pieces of legislation that would change the balance in favor of the environment. This triggered the Republican reaction. Moreover, it was this time when the people started noticing that environmental protection also included some legal issues, particularly property. Fuller reports on the case of Cliven Bundy who disputed the right of the federal government to limit the lands. So, one might assume that the gap between the parties started to appear when the environmental protection started involving legal issues and when representatives of a particular party became overly active.

In addition to that, it may be useful to include certain concepts that would provide insights regarding the issue in question. Thus, Layzer points out that in the 1970s there was a window of opportunity that the Democrats managed to make the use of. In other words, Sen. Edmund Muskie made the most of his position and contributed to the fact that the environmental protection became associated with the Democrats by introducing many proposals.

Another important problem that should be mentioned in framing. One would make no mistake suggesting that such issues as global warming of acid rains happened before. However, it was not until the media started reporting on them heavily that the public paid their attention to. The same can be said about the President: when the media triggered the awareness of the public and the environment became an important issue in the social discourse, it was logical for the government to step it.

Finally, one should also consider the role of mobilization strategies. Needless to say that the desire to save the environment is a powerful message that is able to gather a considerable number of people. That is why various mobilization strategies were used to ensure the emergence of both environmentalist and anti-environmentalist groups. At the same time, the political parties decided to reinforce their connection with the electorate and articulated their position on the issue, making sure that the people know who they would like to vote for.

As one can easily see from the points that were mentioned above, the perception of the environment has changed significantly in the previous century. At first both political parties were able to agree on a particular view,  but when it started involving certain legal issues, particularly property, and when some representatives of the Democratic party became excessively active, this gave rise to the gap between the two groups of people. In addition to that, one should also keep in mind such aspects as a window of opportunity, framing, and mobilization strategies that were used at that time.
