  1. Introduction

Occupational safety and health management system (OSHMS) is comprised of a set of interrelated elements that help to establish effective occupational safety and health policy and set the appropriate objectives in order to use the established methods to achieve these objectives (Savic, 2001). It is very important to introduce OSHMS at the organizational level in order to reduce hazards and improve productivity. Today the significance of OSHMS is recognized by the Australian government, employers and workers. DTMT involves a variety of hazards to the safety and health of the employees.   1. Occupational Safety and Health Organization

Occupational Safety and Health Organization is of great importance for the company’s implementation of the safety and health policy statement. The appropriate organization of safety and health will guarantee the effectiveness of the company’s OSHMS. In order to facilitate and coordinate the implementation of the OSHMS, it is necessary to determine organizational responsibilities. DTMT management board, including managers from different divisions, are accountable for communicating the importance of safety and health issues to all employees, contractors, suppliers, clients and visitors.

  1. Organizational responsibilities

Company Safety Officer

A Company Safety Officer is a person who plays a significant role in the establishment of the OSHMS. He/she should be appointed by the Chief Executive Officer and should be a member of management board. His/her duty is to report directly to the Chief Executive Officer.

             Divisional Safety Officer

A Divisional Safety Officer is a person responsible for comprehensive safety and health training of employees working in a particular division.  He/she should be appointed by the Company Safety Officer. The Divisional Safety Officers should be appointed in all high risk testing divisions of the company. The appointed personnel should hold a senior position in the particular division of the company, namely a supervisor, or a section manager.

Company Safety Committee

A Company Safety Committee plays a significant in the processes provided by the OSHMS. A Company Safety Committee performs the following functions;

  • A Company Safety Committee ensures that the safety and health policy is understood at all organizational levels;
  • A Company Safety Committee controls the implementation of the company’s safety and health policy;
  • A Company Safety Committee uses various methods to promote safe practices and employee awareness of health issues within the company;
  • A Company Safety Committee ensures that employee safety training is carried out on a continuing basis for all divisions and all organizational levels of the staff, especially those newly employed or transferred;
  • A Company Safety Committee keeps the safety and health policy under systematic review.

The representatives of the Company Safety Committee should be the members of the management board. The Company Safety Committee should organize and hold monthly meetings to discuss safety and health related issues.              Divisional Safety Committee

DTMT Construction Company should have a Divisional Safety Committee that major duty of which is to supervise the implementation of the OSHMS in each division. A Divisional Safety Committee should be formed in the three testing divisions. The chair-person of each Division Safety Committee should be responsible for employees’ safety and health in each division. Divisional Safety Officer should act as a safety adviser. The committee should organize and hold regular meetings (once a month).

  1. Contractor management

A contractor is an organization that provides services to an employer in accordance with the agreed specifications, terms and conditions. The Company should establish and maintain the proper arrangements for ensuring that the established workplace’s safety and health requirements are applied to contractors and their workers.

  1. Worker participation

DTMT Construction Company is focused on worker participation in the OSHMS initiatives. The OSH staff members pay due attention to each employee. There are many situations where DTMT workers are involved in decision-making process concerning safety and health issues in the company. Worker participation is strongly encouraged by management board because it helps to establish ownership of safe behavior at work, where it is most appropriate. Worker participation takes the form of regular meetings to discuss safety and health related issues in small groups and improve safety environment.  In addition, worker participation involves the following activities:

  • the activities aimed at sharing of the appropriate information about OSH and welfare with DTMT Construction employees;
  • the activities that give employees the opportunity to express their views on safety and health problems that face in the workplace and to contribute to the resolution of OSH policy;
  • the activities aimed at evaluation of the employees’ views in order to take them into account.

Worker participation contributes to the important decisions that may affect workers’ safety, health and welfare. Moreover, worker participation helps to seek solutions leading to safer and healthier workplaces by means of joint actions.

  1. Training and competency

Special attention should be paid to training and consultation of employees at all organizational levels. According to Barry Sheriff and Geraldine Dann, “workplace consultation in OHS has become a fairly prominent issue in recent years”(p. 86). The regulations of the OHS Act provide penalties for violation of the established standards, therefore employee training and workplace consultation can be viewed as an important tool for maintaining and improving OHS performance within the company (See Table 6).

Consultation may be formal and informal. Formal consultation follows the established organizational policies and specific requirements of legislation. Informal consultation is of great importance for effective OHS management practices.

  • Planning and Implementation

The major purpose of planning and implementation section is to create an effective OSHMS that will comply with national laws and regulations on OSH. The proper arrangements should be made to achieve adequate OSH planning process, based on the results of the data from the initial review, subsequent reviews or other necessary activities. The Company should be focused on the adequate planning arrangements that will contribute to the protection of workers’ safety and cover the development and implementation of the OSHMS.

  1. Planning for hazard identification, risk assessment and risk control

Risk assessment helps to measure the potential to injury, loss of life and property damage resulting from a variety of factors, including natural hazards and manmade hazards. DTMT Construction Company pays due attention to the planning for hazard identification, risk assessment and risk control tools. Types of hazards that can be found in DTMT Construction Company’s working environment include:

  • physical hazards (lighting, noise and temperature (heat and cold), heavy physical work, moving and lifting equipment, falls, vibration, radiation, etc.). For example, vibration in construction industry includes hand-arm vibration and whole body vibration produced by machines and processes used in construction industry: grinding operations, sanding and polishing wood and stone; cutting stone, metal and wood; riveting, caulking and hammering operation in construction; compacting sand, concrete and aggregate, drilling and breaking rock, concrete and road surfaces, surface preparation, including de-scaling and paint removal” (Hughes & Ferrett, 2009, p. 330).
  • chemical hazards (airborne contaminants: lead and vinyl chloride, etc.);
  • biological hazards (infections that pass to workers through contact with others, biological hazardous materials, the presence of bacteria in water systems and air conditioning units, poor hygiene in the use and handling of food in the working environment, etc.);
  • ergonomic hazards;
  • any other potential source that could cause damage to the health and safety of workers in construction industry (psychological hazards: stressful situations, violence in the workplace, fire hazards, electrocution).

DTMT Construction Company has developed a plan for hazard identification, risk assessment and risk control, emergency preparedness and response operations, with comprehensive identification of the proper legal and other standards which should be applied. The company is focused on setting long-term OSH objectives and on effective planning of the management targets and actions associated with OSH (see Table 1). Due to the assistance of a Consultant from a Safety and Health Consultant Company, it is possible to conduct a comprehensive risk assessment on the workplace. Moreover, the assessment will be held with compliance of the current applicable statutory requirements and the established Code of Practice.   1. Assessing training needs

  • provide the opportunity to all employees to have access to training practices that is relevant to their general commitment, encouraging them to actively participate in the training process;
  • encourage the employees at all organizational levels to apply their training to the workplaces, taking into consideration the established OSH standards and consider safety and health of other people in the company, and seeking new methods to improve safety in the workplace environment;
  • consider comprehensive self-initiated training requests.

Policy statement 

The training process of all employees and managers must be based on needs analysis. Needs analysis includes an assessment of the established legislation requirements, standard national policies and specific requirements of the company. Statistics related to incidence rate must be included in the needs analysis. Individual needs must be identified through annual performance appraisals of the employees at all organizational levels.

Induction programs must be offered to new staff members. Training process must be centralized to guarantee consistency and universal coverage within the company and must be responsibility of OSH representative, HR Department.

  1. Making sure information is communicated

The company should use the proper strategies to make sure that the information on OSH issues is communicated properly. In order to control the spread of information, the OSH representatives should develop a plan of actions for internal communication. Internal communication mechanism ensures that “there is a regular and frequent dialogue between employees” (Cartwright & Cooper, 2009, p. 485). This fact means that all employees should have access to the action plan. In this case, monitoring and feedback systems provide comprehensive information about the tasks and requirements of employees in relation to OSH. In order to promote the safety and health of the working environment in the construction company, the OSH staff should effectively distribute information in the workplace:

  • Posting of comprehensive safety and health related posters and leaflets;
  • Posting safety and health related news in the notice board obtained from the OSH organizations and Government Authority;
  • Circulation of safety and health related journal, bulletins and articles to the heads at all organizational levels;
  • Publication of the company’s  newsletter with central topic on occupational safety and health;
  • Safety quiz with employees to review the implementation status of the established OSHMS;
  • Safety suggestion boxes in the workplace to create safer working environment.
  1. Establishing incident/accident and hazard reporting systems

The company should establish incident/accident and hazard reporting systems that will allow monitoring employees’ safety in the workplace.

  1. Documenting the system and changes

The OSHMS must be documented in a proper way (See Table 4, 5). The proper documentation and records must be reviewed during the process of planning and implementation in general and during the initial review in particular, including

  • specific audit reports and findings;
  • specific exposure, hazard, and risk assessments;
  • the appropriate local and national OSH laws, rules and regulations;
  • the company’s OSH policy;
  • a list of regulators’ citations and fines;
  • specific audit findings and recommendations;
  • recent OSH training procedures and the company’s records on OSH
  1. Setting up procedures for continued assessment and control of hazards

DTMT Construction Company is obliged to set the appropriate procedures for continued assessment and control of hazards. The standard form for the identification and implementation of the procedures for continued assessment and control of hazards is required (See Table 5).

  1. Management of change

The management of change should address both internal and external changes, including the key OSH concerns within the workplace environment, the issues associated with the implementation of new technologies, processes and modification of old equipment, processes or operations, changes in legislations, changes in code of construction practice. New work processes and activities must be introduced by the company’s merger. The management of change process must be focused on the issues related to the changes in hazards, risks and controls.

New safety and health procedures and processes must be implemented in all divisions. OSH managers are responsible for ensuring that all affected employees are informed of these changes before the implementation of these changes in practice. Moreover, managers are responsible for the consultation with employees to establish standard operating procedures in implementing management of change within the company. Special documentation is required (See Table 4).

  • Evaluation, monitoring and audit

The company should pay due attention to evaluation, monitoring and audit, developing the procedures to monitor, measure and record OSH performance on a regular basis. Responsibility, accountability and authority for monitoring at all organizational levels should be allocated in the management structure.

  1. Inspections

The Company’s Safety Committee should conduct a complete inspection to identify hazardous conditions in the workplace environment every three months. Due to periodical inspections, workers will be able “to control and prevent the possible occurrences of accidents, injuries and health-related problems” (Dikshith, 2013, p. 463). Workplace inspection helps to comply with the established rules and regulations and to prepare a comprehensive checklist of the workplace. The scope of inspections includes the following areas:

  • Electrical;
  • Lighting;
  • Heating and Ventilation systems;
  • Machinery and equipment;
  • Processing, Receiving, Shipping and Storage operations;
  • Employee training, qualification and experience;
  • Hand and Power Tools;
  • Chemicals;
  • Fire Prevention;
  • Personal Protective Equipment (Lingard &Yesilyurt, 2003).
  1. Monitoring

Monitoring should be conducted by the Company’s Safety and Health Committee, and should include various sections of the company. Ongoing monitoring is an important component of the company’s OSHMS. Monitoring mechanisms provide effective management analysis of safety and health related information and a give a response to any warning signs found in the workplace environment, including feedback to the workforce.

  1. Incident reporting, investigations and audits

DTMT Construction Company should establish, implement and maintain the appropriate procedures that will help to identify, investigate and record all OSH related incidents that occur in the workplace. All work-related fatalities, injuries, disabilities, employees’ ill health and diseases shall be reported to the employer and managers in accordance to the established laws and regulations to be investigated by the company (see Table 3) (Lingard &Yesilyurt, 2003).

The Company should establish the appropriate arrangements to conduct periodic audits of each of the elements of the OSHMS. The major goal of audits is to determine the overall performance of the OSHMS at all organizational levels and evaluate the effectiveness of the OSHMS in protecting the safety and health of workers and preventing incidents in the workplace. The Company should develop an audit policy and program, and include the following information: “designation of auditor competency, the audit scope, the frequency of audits, audit methodology and reporting” (OSH Management System: a Tool for Continual Improvement, 2011, p. 24).

  1. Management Review

The major goal of management review is to involve top management, OSHMS leaders and process owners, to perform a strategic and critical evaluation of the OSHMS performance in the company and make certain recommendations for improvements. The review process should be held annually (December 10- December 20). The following factors should be taken into consideration by the top management of DTMT Construction:

  • Progress made by employees and managers in the reduction of risks in the workplace;
  • Identification of the effectiveness of processes to prioritize risk deficiencies;
  • Addressing the major causes of risks in the workplace;
  • Assessing the input made by employees;
  • Reviewing the status of the appropriate corrective and preventive measures in the context of changing situations;
  • Reviewing the extent to which the established OSHMS goals have been met;
  • Reviewing the performance of DTMT Construction OSHMS relative to the expectations, taking into consideration the following factors: changing workplace environment, resource needs, alignment of the company’s business plan and its consistency with the established principles of the OSH policy (Khalil, 2007, p. 435).

The company should comply all relevant safety and health legislation, achieve financial benefits through fine reduction and health and safety promotion, promote and demonstrate healthy environmental performance (ISO 14001), guarantee a safe working environment (AS/NZS 4801), ensure providing high quality services (ISO 9001), responding to changing situations, improving the employees’ performance and complying with the established goals (Khalil, 2007, p. 431).

  2. Preventive and corrective action:

DTMT Construction Company should establish and maintain the arrangements for preventive and corrective action resulting from the OSHMS performance, monitoring and measurement, audits and management review. DTMT Construction Company should be aimed at the comprehensive evaluation of the OSHMS. Preventive and protective measures for hazards and risks applied by the Company should be inadequate, while the corrective measures should be properly addressed.

  1. Continual improvement:

DTMT Construction Company should establish and maintain the arrangements for the continual improvement of the relevant elements of the OSHMS. Special attention should be paid to the objectives of the OSHMS and the adequate information acquired under each element of the OSHMS, including “the results of assessments, performance measurements, investigations, recommendations of audits, outcomes of management reviews, recommendations for improvement, changes in national laws, regulations and collective agreements, new relevant information, any significant technical or administrative modifications in the activities of the workplace, and the results of health protection and promotion programs” (OSH Management System: a Tool for Continual Improvement, 2011, p. 24). In general, the established safety and health processes and workers’ performance could be not only assessed, but also compared with others in order to improve health and safety performance and solve health and safety related issues.

  1. Conclusion

With the reference to the standard Australian OSHMS the DTMT Construction Company have developed an effective OSHMS which includes planning, developing, organizing, implementing, measuring and auditing practices. Under this model, there are several important elements that affect OSH in the company, including safety and health policy, safety organization structure, safety training practices, the established safety rules and regulations, tools for identifying hazards in the workplace, and other important activities specially developed to ensure safety and health in the construction company. The important role of OHS representatives and committee members is emphasized. Employees are responsible for taking reasonable care to prevent injuries in the workplace.
