Reforms in Emergency Management Policy | Discussion

The selected policy is Executive Order 13653: Preparing the United States for the Impacts of Climate Change. The discussion can be taken a step further to give explanation to the issue like why emergency management policy reforms tend to happen after an incident rather than before. In fact, emergency responders are well-trained to intervene before and during disasters in order to save human lives and public and private property (Sylves, 2015). It is very difficult to select the proper response strategies because of the uncertainty and infrequency of disasters. Although emergency response organizations are focused on the practices that help to identify the lessons that will allow them learning from past experience and significantly enhance their responses in the future, it is still very difficult to predict the consequences of a disaster or emergency. Hence, emergency management policy reforms tend to happen after an incident rather than before because of the uncertainty and infrequency of disasters, as well as because of the unpredictable consequence of catastrophic disasters.

Additionally, there are some barriers existing when policy makers attempt to implement proactive emergency management policy. These barriers include the loss of power and the dependent communication systems, poor allocation of resources, failures in implementation of disaster management system, ineffective use of information in policy decision making, lack of funding, technological challenges, problems with planning of response operations, lack of situational awareness, insufficient coordination, and others. Actually, when policy makers attempt to implement the identified emergency management policy, they should be well-trained to deal with challenges they may face in the process of policy implementation. According to Sylves (2015), “preparedness strategy” should be applied as an effective mechanism which allows providing timely response to an emergency or disaster (p. 76).  All in all, policy makers should be ready to overcome barriers to implementation of proactive emergency management policy through the use of the proper preparedness strategies.
