The Possibility of a Common European Immigration Policy

Immigration policy in the European Union is one of the most acute political topics. Today’s wave of refugees is far from the first in the history of Europe. Only in the European Union are politicians deliberately developing policies to regulate the migration and integration of refugees and migrants of various types: those who come to families, labor, refugees from countries where military action is taking place. The migration and integration of migrants put European society ahead of new challenges. The societies were not ready to accept such a large number of migrants. Attempts to develop a common European migration and integration policy are opposed not only by the sovereignties of the EU member states but also by internal social and political conflicts. In this regard, the following questions arise: what steps the EU is taking in the field of migration policy; is there a common European integration policy? which integration model does the EU orient: integration as assimilation, the concept of multiculturalism, or others?

The EU consistently pursued a policy of integration of migrants, the legal foundations of which were fixed in regulations. Due to the deep cultural differences between migrants and the host society, integration is impossible. Large cultural differences complicate the integration processes since they require the majority of the society to adapt and change attitudes. This phenomenon is observed only in a small number of countries that accept migrants. As a rule, majority societies require the adaptation of minorities. From the point of view of multi-culturalism, European societies should rethink their principles when meeting migrants. This applies, for example, to the less educated Muslims, to which the principles of secularity should not be applied so strictly, on the contrary, they must be provided an opportunity for their religious life.

The EU has been working on a single procedure for granting political asylum since 1999. In 2015, the Migration Policy Directive came into force, which aims to unify the procedure for the reception of immigrants in all 28 member countries. The granting of migrant status is at the discretion of the State where the application was filed (Girling). At the same time, the status is valid only in the territory of the state where it was granted. The migration policy of the EU member states is realized in the form of interstate interaction, at the national level in the form of an internal migration policy, and at the supranational level with a partial weakening of state sovereignty. Nevertheless, migration policy belongs to a joint competence where decisions are made on both the pan-European and at the national level. However, Member States have the right to adopt legislative acts only on issues that are not regulated by EU legislation. Each member state, in addition to the European legislation, has its own, formed due to the different attitude towards migrants and migration. For example, in order to obtain French citizenship, it is enough to share the state’s policy and its cultural values.

Thus, there are the following conclusions: the current policy of the EU countries has a complex character and reflects the specifics of the socio-economic situation of each individual national state. The following characteristics are common to all countries: – segmented by directions migration policy; – the presence in national legislation of the EU countries of mechanisms for restricting entry for certain categories of migrants, motivated by the unsatisfactory state of the labor market, measures to simplify the entry of highly qualified specialists; – Strengthening the requirements for internal integration in the indigenous society for migrants. Everything speaks of a new approach to migration policy as an integral component of state activity in the sphere of regulating migration flows.
