As the author notes, “According to a 2005 study conducted by the California Department of Public Health, one out of five children in Imperial County is diagnosed with asthma, compared with one out of seven nationally. Imperial consistently has the highest asthma hospitalization rate among California counties” ( Bacon 4). After describing negative consequences, the author turns to the problem itself. He describes the history and past of the Salton Sea, which is the biggest lake in California. According to the Congress decision, the lake was made a repository for an agricultural runoff. This decision helped keep the level of water stable, but, at the same time, polluting it with pesticides from agricultural fields.

Drying off the lake not only brings dangerous dust particles to the air but also endangers more than 380 bird spices, which chose this place as their stopover on their migration route. Receding, the lake leaves birds without a habitual place to live. The problem of pollution with pesticides and growing amount of salt bring negative ecological effects to the region. The situation rapidly deteriorated in 2003, California authorities agreed to reduce the amount of water, directed to the Salton Sea previously. Reducing the amount of water used to irrigation resulted in receding of the lake.  The situation became even worse in 2017 when the amount of water sent to San Diego grew several times.
